"President McKeown and Military Law Committee Representatives Testify Before the 50th Anniversary of the UCMJ Commission - March 13, 2001"

"At 10:00 AM on March 13, 2001, BADC President James F. McKeown was the first witness to testify before the 50th Anniversary of the Uniform Code of Military Justice (UCMJ) Commission, sponsored by the National Institute of Military Justice (NIMJ). The Commission, chaired by Senior Judge Walter T. Cox, III of the Court of Appeals for the Armed Forces, is the first comprehensive review of this nation's military justice system in at least three decades, if not in the entire 50 years since the enactment of the UCMJ. During his remarks, President McKeown applauded the NIMJ and the Cox Commission for their efforts. He advised the Commission that the BADC Board of Directors had adopted a Resolution making specific recommendations to the Commission, and that in addition BADC was providing other written materials (noted below).

"After his remarks, President McKeown turned the podium over to Kevin J. Barry, former co-chair of BADC's Military Law Committee, who clarified the BADC's two major written submissions. The first  is a narrative which amplifies and explains the points made in the Board of Director's Resolution. The second provides the Military Law Committee's views on the various topics on which the Commission had sought comment. It was noted that the BADC had taken no position on any of these specific issues except for those set forth in the Board's Resolution, as amplified in the "General Comments and Recommendations" document. Thus these views were submitted not so much to make recommendations or suggest "answers" to the various topics and questions proposed by the Commission, as to indicate the Military Law Committee's proposals regarding perspectives which ought to be considered, and lines of inquiry which ought to be pursued by this Commission and by subsequent studies.
